Sometimes seemingly unnecessary quotation marks are used for legal reasons.
The owner of the sign is trying to promote something (such as "authentic" Mexican Food) however a strict reading of the relevant consumer protection law would perhaps make it illegal to advertise this way. Perhaps "authentic" Mexican Food really has to be produced in Mexico - who knows?

Or maybe they're MREs.
One thing I have found out is to never confuse the word "authentic with "good."
