I have to disagree with this interpretation. It appears the sign must be referencing the oft-repeated command given to lazy students by a concerned, yet tough and somewhat curmudgeonly neighbor (who's been a resident of the complex for many a decade, no doubt). Thus I conclude the quotation marks have been used properly, even artfully.
This is exactly why we have a Ministry of Silly Walks.
