1) How many signs do I have to post admonishing people to not put paper towels in a toilet? Isn't that self-evident?
2) Maybe it's not really about paper towels? Because quotation marks?

The quotes may indicate it's about other paper-based products, like feminine hygiene.
These things that you goofballs erroneously refer to as "paper towels."
