The author is being snarky. Clearly this is just an inconvenience among many caused by the bank.
I am amazed at the variations on this one.
We have seen many "sorry" apologies, and even some "inconveniences", but quoting 'the' is a new one.
All hail the new sub-category of Unnecessary Articular Quotation!
