This might be one of the more defensible uses of the quote mark. Dirt, after all, is not usually what most people think of as clean.Since clean dirt is an apparent oxymoron, I can see using "clean" dirt as meaning "earth, not contaminated and suitable for fill use", aka clean fill.
Although funny, I found these quotations not entirely unnecessary.
