It translates roughly as " 'Soliciting' female cook". My best guess at what it really means: "We don't actually NEED a new cook, but it would be nice to have some female company around here." Either that or it's a thinly veiled call for a housewife from a lonely bachelor.

this picture actually makes sense -- in spanish, quotes are used the way underlining is used in english, i.e., to emphasize.
(which is one reason that native spanish speakers create pure chaos with quotes when they try to write in english haahaha)
