What's with the hyphen? Maybe they're apologizing to the restroom itself for not allowing it a public.
That "sorry," no restroom theme seems to be a common one. "Just hold it, cause we ain't letting you go here."
would a 'no-public' restroom mean one where you would be allowed privacy? So are they sarcastically apologizing for offering only a private facility?How strange.
