What I like about this is that they put the quotation marks on the arabic and hebrew versions too. A quick google search suggests that it really is the lowest place, although I suppose it depends on what you take the word "low" to mean? Thanks, Julianne.

Maybe the quotes are because the sign is on a post. If it were laying on the ground, it would be true, but sitting up of the ground, not so much.
It's just not the official name of the place, I suppose.
Maybe the marks are more necessary in Arabic and/or Hebrew.
