It's like a newspaper headline! There is a local man named Herb and his basket is special.
"Special" in quotation marks tends to signify a mental disorder....
I just realized it says "Herb's in basket's" — I thought that little "in" was just more quotation marks.So the "local" (read: loco) man Herb who is in a basket is "special" (in case we didn't get it already).Maybe he is literally a basket case of some sort.
Now I'm feeling a lot of "sympathy" for Herb
I'm still wondering what Herb's in basket has in it, and why it's so "special".
not just a misuse of "quotation marks" but of apostrophe's as well
