lunch "and" diner

I mean, can you ever be simultaneously lunch AND diner? I'm just saying. I don't even know what diner means here. Thanks, Liz.

It means that they are open both to lunch and to the diner - that is, the person who eats the lunch.

They won't just put lunch out in front of nobody, to sit there and not be eaten.
