Judging from the color switch, Bob wrote the sign and then someone got angry at him for his misleading punctuation.
It seems people use quotation marks as a method of emphasis. Some people also use asterisks (which I guess is better), i.e. "Do *NOT* do this and that".Crazy note nevertheless. :P
