"wet paint on"

I assume the quotation marks here are to acknowledge the weird presence of the word "on" in this common phrase. Or to suggest there is not, in fact, fresh paint anywhere. Thanks, Kiana.

That would be the action-phrase of superhero Wet Paint Man. "WET PAINT ON!" he declares as he activates his powers of being tacky and drippy!

I have a feeling that the space at the bottom right was meant for a noun, but the sign maker changed his mind midway thru.

While i am inclined to agree with Joe, my first instinct was akin to steve's. I think the space at the bottom was for someone to leave their name if they were so unlucky as to have leaned up against the pole.
