Did they hire former IKEA employees?
Probably a con. The "instructions" are deliberately confusing and so you WILL get a ticket because you can't figure out how to pay.
In my experience, the "instructions" on these things probably belong in quotation marks, since they don't successfully instruct you how to pay for your parking in such a way as to not get a ticket.
Probably they are indicating that there is a heading somewhere that says "instructions," and that the reader should follow the instructions under the heading "instructions." So this quotation mark usage is most likely legitimate.
