Effective? Even without the quotation marks this would be funny. One would hope that the thing would do what it's made to do. THat should go without saying.
WV: despar, I would be in despar if my brand new iron was merely "effective"
Say, toep, maybe the typist figured, "They can't mean 'effective'; that goes without saying. Maybe it's affective. Whatever, this is what I was told to write."
I have one of their irons and wouldn't buy one again; it spits out water, stains the clothes, even after cleaning it thoroughly. I think the quotations marks are justified.

So if what you’re wanting is wet, stained clothes, it is entirely effective.
Bearing with what Classic Steve said, it sounds rather like Em had a'de'fective relationship with her iron and she got 'burned'.
