Jeremy spotted this in the UK during the world cup, so I assume those are things you should say outloud upon entering. Or, perhaps, you can substitute other cheers.
The marks are in red, perhaps made by someone who doubted Britains' chances. They could have meant to infer question marks, as in "come on?" "England?"

Actually, I think the phrasing would go "Oh come on, England! How did you miss that open goal?"

For once, is this not *appropriate* use of quotation marks?!
As in:
we say "come on England!"
