Well, it's not like they magically transform your bills. They just trade you for 'em.

Maybe the guy who put the quote marks on (they were obviously added) was NAMED Bill and wanted the machine to make a new man of him. However, i guess they only modify the 'Bills' because it says below: Bill to Bill....
I actually think that this is a correct use of quotation marks. Obviously, it doesn't CHANGE the bills - turn them into paper airplanes, etc. It EXCHANGES paper money for coins. It doesn't even "make change" - because you get the equivalent amount back. Shocking, with so many misuses, that this might actually fly.
This is a correct usage. I'm so "disheartened". :)
