Well, there are "no-bake" cookies; you cook the ingredients, then drop spoonfuls onto wax paper and let them cool. Possibly the sign writer just thought it would seem strange to write "freshly cooled cookies." But then, given the other indications...probably not.

Going by the way 'cookies' is written i would say the sign maker wasn't only 'half-baked'.....
It does also appear they are less than a penny a piece. See the stray "." down there... looks like ".99 cents". Dumb.
