@mislih, i thought likewise, and not finding "leongratulations" in my online dictionary combined with the quote marks renders this untranslatable.
Assuming this person did actually intend to write "congratulations," I'm guessing it's from a bitter ex-girlfriend/boyfriend who is not at all happy about the nuptials.
