  2. Quotation marks notwithstanding, it clearly (?) says: Be careful, this contaminated area has not been authorized. SOMEone should stay away.

  3. @k-bro - Agreed. Equally amusing is the fact that there are several unauthorized people in Spanish. Not sure what to say...

  4. The hyphen and the period (before and after) imply that the poluted area is unauthorized. Perhaps someone named Person is to stay out.
