Perhaps the quotation marks were supposed to enclose only the word "school." Seems more like a "jail" to me; besides, I'd like to think that an educational institution would use proper punctuation.

Well they could have said 'welcome to our school perimeter, but that might not have fit, so easy to just enquote it.

Those actually look pretty genuine; as if the principal or another member of staff was saying "Welcome to our school".
