Those aren't quotation marks. The T is swiftly spinning around in order to say to the other letters, "You know, it's really not that big a deal...."

It might just be a pronunciation quote, rather than a nickname quote. They're asking us to pronounce the T in What, as in wha-"T".

The same is in Aun-"T" Anne's, the name of the store.

Wha a deal!!! Work with me here, people. I don't think a stupid worker at a restaurant would put quotation marks on a letter for pronunciation. Would YOU? "T"ha"t"'s "t"he ques"t"ion. Oh dear Lord. Have mercy on the Blog of Unneccessary Quotation marks.

Of course, the letter "t" may also be nonexis en because someone obli era ed i from he english language.
