My sense is that a lot of places *do* use fake video cameras. A place I worked once had those "smile, you're on camera!" signs everywhere and had cameras in each corner, but had never bothered to hook them up to the TV and recorder in the back. Seems to defeat the purpose if you're going to admit it on the sign itself, though...
Bad punctuation in general, bad spelling for two words... am I getting threatened by a second grader?
Perhaps, deckardcanine, the sign had actually been discarded only to be flung out again by a dumpster diver?
Oh no, I sure hope I don't get procecuted.
