The use of those four little marks communicates so much. To me they say 'you will be seated after an indefinate amount of time such as till when-hell-freezes-over'WV: caphast-- the way NOT to use quotation marks: caph ast
Or it's just that "not waiting" could possibly lead to disastrous consequences.
