I guess they want to distinguish the feeling of glowing from actually glowing. Otherwise, either people would avoid it for fear of radiation effects, or they'd sue over false advertising.
Well, you know what they say... "Ladies don't sweat, they glow."
Whatever the glow means, I think quotation marks are appropriate here.
