To be fair, this person must not have English as a first language to use "of" instead of "for."

Agreed deckardcanine, OR maybe 'sorry' should be 'guilty'?

I don't see anything wrong with the quotation marks here. This is exactly what quotation marks are for. Management is saying "Sorry of the inconvenience."
