Yikes. I know people are clueless about how rude they get when talking on the phone, but what is one supposed to do with one's cell phone if one wants to go beyond that sign? Leave it on a table for someone to steal?
I like how "no exception" is in large orange letters after 'this means you'. THereby all those going by the moniker of 'no exception' better "leave home without it" when it comes to their cell phones.

What's the world coming to when you can't even carry around a broken cell phone? What, do they think you're hiding some crack in there?
Call me naive plaidlylush, but WHY does one carry a broken cell phone?
And isn't it redundant to say 'broken' AND 'not working' doesn't one imply the other/
