Never mind the quote marks why does it say here? wouldn't it stand to reason that it's to alert you to the cashier's location?
I know of quite a few "cashiers" who should be standing underneath one of these signs. They may have the store shirt and the name tag, but I'm not sure just how much "cashier"-ing they actually do while they're there.
