Since the 'and' is the word in quotes i would assume you may pick any ONE of the three and still get in.
On the other hand, i am curious if the pants were added to the sign because of a rash of customers coming in without. Isn't their some 'pantless day' once a year in New York or somewhere?
I third that idea! The following is a testimonial by the owners: oh right, pants. We remembered to put that up after we had a whole crowd of people come in without any pants. But sadly no one can come in with shorts, skirts, or dresses.
