This menu reminds me of roadkill: horrifying but I can't look away. It's like the menu creator set a personal goal to include unnecessary quotation marks in every menu item.
I know that restaurant! And by the way, it is literally on a hill, so I don't know what inspired the quotes for that part.
But for the rest of it, I'm guessing that nothing but old people go there because Belmont, CA isn't exactly a hip and happening place. Maybe the quotes help draw the old people's eyes to certain exotic dishes like "Chicken Fried" steak.
