I don't really blame them for thinking the marks necessary in this case. "How-to" was indeed informal not so long ago.
+1 -- as a category of videos, "How-To" can still gracefully accept quotation marks...
I agree with the other comments - The text in question seems to be referring to "how-to" as a genre/category of video, in which case the quotation marks would be perfectly acceptable.
This entry doesn't belong on this page. The quote marks are perfectly acceptable in this context.
