So if I got a soda, in a water glass, and get busted for not paying for the soda - am I allowed to say "Sure it's water. And use finger quotes? Will I be able to get away with it?
Well, well! I've seen this sign quite a few times, just never bothered to take a picture of it. I can't remember exactly where this was, but I think it's at Sandwich Story in Pasadena, California. (A shame, too, because the food's great. That said, I think there are more unnecessary quotes on the menu...)

Is it possible their water is so bad that they need the quotation marks to get around the FDA?
Isn't the sign there precisely because people where using the cups for "water" consumption?
