Seriously though, as weirdly creepy and oddly strange as this sign is, I wish there was one hanging in every public restroom in this country (maybe a world wide problem, but as I am not a world traveler, I cannot comment on that). Take it to heart (insert "heart" here) people!
Looks like someone decided to get fancy with the ClipArt and use a pair of creepy eyes as a substitute for "look," but then the rest of the sign goes quickly downhill with a reference to some 3rd party named "u" that may or may not have left some body parts on the toilet seat, which the reader is now responsible for cleaning.
And the random splatter marks (ClipArt too?) are just gross.
Wait a minute: the quotes around "U" are correct, aren't they? "Indicate descriptive but unusual, colloquial, folksy words or phrases". Not everything is "ironic"...

Cutesy writing FAIL.
...Then again, it does get our attention, which is the point.
Does that mean if I am reading it I don't exist? The "u" means the reader right?
I think the creepy eyes confused me...
This whole sign screams of someone who listens to A LOT of Prince.

...and, it appears they misspelled "disinfectant," which in this comment, is properly enclosed in quotes. Nyeah!
