This reminds me of a sign in my town. It invites people to spend the day, but doesn't suggest what you might do; there's little to do here in Where The Hell is That?, New Hampshire. I like the sarcasm of "sights" in this sign and wish our sign was a little more (if unintentionally) honest.
Yeah, I've been to Grants. When you reflect that the "sights" are pretty much what surrounds the billboard in this picture, the quotation marks seem pretty accurate.

"See the 'sights'" when combined with "stay the night" does sound suggestive. Personally i like the advice "exit now".

Wow! I live in Grants, and I've seen that billboard before. Sorry about the procrastination.
Perhaps hotel rooms in NM don't have curtains... therefore, "sights" will be seen!
