Is that supposed to be Palumbos (plural)? Apostrophe Catastrophe!
The capital N is a nice bonus.
"Nostalgia's" was the name of the restaurant within the Palumbos complex. Although quotation marks were a poor choice, I believe the writer of this plaque was using them to signal the pun.
PS - This blog is hilarious!
