perhaps it is intended as an opening salvo, as in: to get a job one must make applications....
Young people weren't ever called "slackers" until the recession in the early 90s. Funny how that term is in use again.

You people are missing the point. The "to" is also within the quotation marks. Get it now?
yeah, I thought it would make sense not to include "to" in the quotes. More than likely one would say "get a job."
"to get a job" one must not design a sign such as this. It's a game. Your kid has to finish the sentence.
