It looks like it's a metal recycling place that accepts junk cars for scrap metal. The sign reads as if he's trying to tell you that if you're bringing a car in but you really want to keep that passenger door because you love it so much, then please take that door off before you bring the car in to be scrapped. He doesn't want you wasting his time while you try to disassemble various car parts.
I think it's an auto yard that parts out its junkers - so if you want the alternator from a specific junker, you take it off, then bring it to this table to pay for it.

And sometimes, there are exceptions.
Well, it's obviously not that important that anyone reads it..
