no, what this means is that too many people are covert smokers and hang around the smoking zone on the PREtext that they are feeding the birds...
Maybe "feeding birds" is some local euphemism for something...
Well I think they're making it clear that they don't agree with this decision, but their overlords are insistent about some public health mumbo jumbo and if we let you feed birds we're in trouble, so don't do it, but you didn't hear it from us. Well you did.. but
Great, so only the birds can smoke now? This is ridiculous.
