I don't know what "golfing" is a euphemism for, but if that's common then my view on men I know has just changed quite a bit. Joe saw this at a BBQ place in Columbus, GA.
golfing is an acronym apparently - gentlemen only ladies forbidden. I learnt this from two male colleagues of mine and haven't checked up on it but it surfaced from both independently (one is from South Africa, the other Australian) while explaining that I'd been refused entry at a golf club. This may explain both the message and the quotation marks.
This may be a case where the ironic quotes is (at least unintentionally) appropriate. Traditionally, "Golf" means "19th hole" - get around the course as quickly as possible (or walk straight from the 1st tee to the clubhouse), then hang out in the bar at the country club flirting with the waitresses.
..."at the strip club", wink, wink.
