Yeah, it's quoting the instance of the asterisk above. I think it's fine.

It's not necessary to put quotes around an asterisk. The asterisk would be enough.
The quotes would be unnecessary if the format was simply
*: required field
, but since the usage is a linguistic symbol defined in a sentence, the quotation marks are proper.
