"statue of peace" is apparently a title. Set amid a grouping of generic descriptors, it's not necessarily an unnecessary set of quotation marks. Plus, it's single quotes.. not official.

Me too. Based on the lack of a comma following it, I'd say it means "the picnic area called 'Statue of Peace.'"
