Ahem. I could be wrong, but I think this time the quotes are appropriate. I think "serving twice" means 1) serving as a police officer, and 2) being killed in the line of duty. You might check that out for sure with the police dept. in question.
I'm inclined to go with Ann on this one. The quotes are probably appropriate in this case.
