I would argue that this is an appropriate use of quotation marks, since they are using a pun. It's not very funny, but would probably pass for correct grammar.
I think it might have worked better if they just put "lot" in quotation marks. Placing the phrase "a lot" in quotation marks is dangerously close to "alot" in my book - the separation of those two words (and the use of the noun "lot" meaning of course a group or several) is slowly being lost in modern English
