    This could be correct if "Top 10" is a direct quote from the name of the list that included this restaurant.

    Yes, if it was the restaurant that was "TOP 10".

    This sign is saying that one of the "TOP 10" kids has approved of it.

    Lord knows how many of those kids there actually are.
