I'm not sure if those even qualify as quotation marks or apostrophes, but they are so befuddling that I had to post it anyway. I think they may be questioning the very existence of the letters t, h, and e. Or it's a very confusing contraction.
None of those are apostrophes, except maybe the last one. The others are all open quotes. Which leaves me looking for a couple more close quotes. Looking in vain. . .
