I can understand this punctuation, though I wouldn't actually use it. It is illegal for anyone but a Native American to own an eagle feather. However, turkey feathers can be doctored to look like eagle feathers and are therefore "legal." I think I discuss this sort of thing in my blog meta-language.blogspot.com
