Neither Stephane nor I can figure out what is going on in this sign. My best guess is it's some kind of coded message to or from lil wing. That involves a lot of strange symbols and quotation marks.

Clearly this is gang tagging. The Bluebirds are asserting their dominance in this neighborhood over the Daisies.
I vote that it is a covert espionage signal from one operative to another. "Wear your sneakers."
