That was my original thought; it was only on the second reading that children came to mind, which is what I'm sure they meant. I wonder how many people were offended by this...

actually i live in that area, and i haven't seen that sign before...a bit disturbing. They do have a play area on the first floor for children, and im wondering if that is what the sign is referring to.
Meh, even if it's unclear or confusing it's still a proper use of quotation marks, given that "little passengers" is being used as a euphemism for children.
good thing this isn't the blog of improper quotation marks, then, eh?
