So, I think they simply mean "stop." I'm not basing that on anything but the shape. It's a bunch of text that isn't meant to be taken seriously, and it's on a slightly deficient octagon. Think about it, you drive up to that sign, you have to stop to read it only to realize that it doesn't apply... mission accomplished!
I enjoy the fact that the "you" in "'Thank' you" is not in quotation marks, by virtue of being on a separate line than "Thank".
Now I'm picturing several people in black turtlenecks standing around the sign, each of them reciting one of the quotations in an odd, flat tone, then all simultaneously pointing at the person who stops to read the sign.
