Lucy, I think they think the quotation marks are adding emphasis.
Too bad they're wrong.
What I love so much about this one was how out of the way they went to add the quotes. They clearly weren't printed on the official sign so one scholar took it upon himself to chalk them in.
Bravo, American education system!
