This is either sharp commentary on the suggestion that buying a tshirt actually does anything for our troops, or a suggestion that the wearer of the tshirt is not physically holding any troops. Thanks, Jeff.

Maybe this shirt is for those people who are "against the war" but still "love our soldiers" and don't want to seem "unpatriotic."
Does 2 really constitute "troops"? Assuming it is a t-shirt for the female persuation...
If you want to be even pickier, you can see that there are closing quotes on both ends, too.
Plainly, this is a standard use of quotation marks to indicate that the words are the eagle's.
Yup definitly an enemy of the State...get that photo to the FBI and start investigating this Commie
